Emergency Management Service

https://emergency.copernicus.eu/

The Copernicus Emergency Management Service (CEMS) provides all actors involved in the management of natural disasters, man-made emergency situations, and humanitarian crises with timely and accurate geo-spatial information derived from satellite remote sensing and completed by available in situ or open data sources.

Copernicus EMS-Mapping is provided during all phases of the emergency management cycle and always free of charge for the users.

The maps are produced in two temporal modes:

1. Rapid Mapping consists of the provision of geospatial information within hours or days from the activation in support of emergency management activities immediately following a disaster. Standardized mapping products are provided

  • to assess the situation before the event (reference product),
  • to roughly identify and assess the most affected locations (first estimate product),
  • to roughly identify and assess the geographical extent of the event (delineation product) and
  • to evaluate the intensity and scope of the damage resulting from the event (grading product).

2. Risk & Recovery Mapping: This consists of the on-demand provision of geospatial information in support of Disaster Management activities not related to immediate response. This applies in particular to activities dealing with prevention, preparedness, disaster risk reduction and recovery phases. There are three broad product categories:

  • Reference Maps
  • Pre-disaster Situation Maps
  • Post-disaster Situation Maps
